IT Ministry to Review PTA, NITB, Ignite, PSEB Roles in Major Digital Governance Overhaul

ISLAMABAD

Pakistan’s Ministry of Information Technology and Telecommunication has decided to review the mandates of key digital institutions, including the Pakistan Telecommunication Authority (PTA), National Information Technology Board (NITB), Ignite and Pakistan Software Export Board (PSEB), as part of a broad organisational restructuring aimed at strengthening digital governance.

Under the proposed reforms, the ministry will reassess the roles and responsibilities of its affiliated organisations, identify areas where institutional mandates overlap and develop a more coordinated governance framework for the country’s digital sector.

A consultant will be appointed to evaluate the existing functions of the ministry and its attached bodies and prepare recommendations for a new institutional structure capable of leading Pakistan’s digital economy over the next decade.

The review will recommend measures to improve coordination between federal and provincial digital institutions while preserving the legal independence and statutory powers of autonomous regulatory bodies.

It will also examine the division of responsibilities between the IT Ministry and its subordinate organisations, proposing new mechanisms for cooperation on digital governance across different levels of government.

According to the plan, the assessment will cover key policy areas including cybersecurity, artificial intelligence, cloud computing and digital public services, with the aim of creating a more efficient and future-ready governance model.

The consultant will also prepare a roadmap for institutional reforms and propose amendments to the Rules of Business 1973 where required to support the restructuring.

The consultancy assignment has been set for six months, with the project expected to begin in October 2026.
