PTA Opens Door to Virtual Mobile Operators in Major Telecom Market Reform

ISLAMABAD: Pakistan has formally launched Mobile Virtual Network Operator (MVNO) licensing, opening the door for new telecom players to enter the market and offer mobile services under their own brands without building independent network infrastructure.

Following approval of the MVNO policy framework by the federal cabinet, the Pakistan Telecommunication Authority (PTA) has invited interested companies to apply for licenses, marking a significant step towards enhancing competition and innovation in the telecom sector.

Under the new framework, MVNOs will be able to provide voice, data and digital services through commercial agreements with existing licensed mobile network operators, allowing new entrants to compete in the market with lower infrastructure costs.

PTA said the initiative is expected to increase consumer choice, improve service quality and encourage the development of innovative telecom products tailored to different customer segments.

The regulator has also released detailed eligibility criteria, application procedures and licensing requirements for prospective applicants. Successful operators will be granted licenses enabling them to launch services under their own brand identities.

Industry experts believe the introduction of MVNOs could attract fresh investment into Pakistan’s telecommunications sector while creating new opportunities for digital service providers, fintech firms and technology companies.

The move is also expected to intensify market competition, potentially leading to more affordable packages, niche offerings and improved customer experiences for mobile users across the country.

Analysts view the launch of MVNO licensing as a key milestone in Pakistan’s telecom sector evolution, bringing the country in line with international markets where virtual operators have played a significant role in expanding consumer choice and driving innovation.

The initiative comes as Pakistan seeks to strengthen digital connectivity, expand telecom services and prepare the sector for future technological advancements, including next-generation mobile networks.
