Malta has become the first country in the world to partner with OpenAI to provide free access to ChatGPT Plus for all citizens and residents as part of a nationwide artificial intelligence literacy programme.
Under the initiative, Maltese residents will receive one year of complimentary ChatGPT Plus access after completing a government-backed AI training course designed by the University of Malta.
The programme, titled “AI for All,” aims to improve public understanding of artificial intelligence and encourage responsible use of AI tools in education, workplaces and everyday life.
OpenAI described the agreement as the world’s first national-level partnership of its kind, marking a significant step toward government-backed AI adoption at a population scale.
Malta’s Minister for Economy, Enterprise and Strategic Projects, Silvio Schembri, said the initiative was aimed at ensuring citizens are not left behind in the global digital transformation.
The programme will initially launch in phases beginning this month, with access managed through Malta’s national digital identity system. Maltese citizens living abroad will also be eligible to participate.
Industry analysts say the move could position Malta as a global test case for integrating generative AI into public digital infrastructure, education and workforce development.
ChatGPT Plus, OpenAI’s premium subscription service, normally costs around $20 per month and includes access to advanced AI models, image generation and enhanced productivity tools.
The development comes as governments worldwide race to develop national AI strategies amid growing competition over artificial intelligence technologies and digital economies.
