At least two directors are required for the company. The initial license fee is USD 500,000 for Pakistan and USD 20,000 for AJK/GB. An application processing fee of USD 500 for Pakistan or USD 100 for AJK/GB is also required. Perhaps most significantly, applicants must provide a bank guarantee of USD 10,000,000 for Pakistan or USD 50,000 for AJK/GB.

The Need for Reform

The Wireless Internet Service Providers Association has advocated for modernization of the Local Loop licensing regime to allow the use of modern technologies such as SDN, VoIP, NFV, and cloud-based networks, especially to promote high-speed internet expansion in rural and underserved areas. The association has argued that Pakistan’s digital economy future depends on aligning with global best practices, noting that regulators worldwide have adopted technology-neutral licensing models that prioritize broadband development.

Licensees may purchase bandwidth from PTCL, LDI licensees, or Local Loop licensees as approved by PTA.
