In-Flight Internet Clears Takeoff: Pakistan Approves Airborne Mobile Services

Pakistan has moved to allow internet and mobile telecom services on aircraft in principle, as regulators prepare a new licensing framework for in-flight connectivity, officials said.

The Pakistan Telecommunication Authority has drafted a licence for in-flight satellite-based telecom services, setting an initial fee of $10,000, while spectrum charges have not yet been applied and may be reviewed in the future.

The draft licence has been issued for consultation, with stakeholders invited to submit feedback by May 31.

Under the proposed framework, licensed operators will be allowed to provide internet and mobile communication services onboard aircraft once flights reach an altitude of 3,000 metres. Services must also meet strict security and quality standards aligned with international benchmarks.

Operators will be required to launch services within 12 months of licensing approval and obtain a mandatory certification from the regulator before commencing operations. The licence will be valid for 10 years, with the possibility of renewal.

The rules also mandate data storage and processing within Pakistan, along with registration of satellite operators with relevant international bodies. Telecom operators must source international bandwidth through licensed local long-distance and international (LDI) providers.

Authorities have also imposed strict conditions on data privacy, cybersecurity, and the use of telecom equipment, stating that no system can be deployed without prior regulatory approval.

The licence cannot be transferred without prior consent from the regulator, and violations may lead to suspension or cancellation.

Officials say the initiative aims to modernize Pakistan’s aviation connectivity ecosystem while ensuring regulatory control over emerging satellite-based telecom services.
