PTA Opens MVNO Licensing, Paving Way for New Mobile Service Providers in Pakistan

ISLAMABAD

Pakistan has formally opened its telecommunications market to Mobile Virtual Network Operators (MVNOs), with the Pakistan Telecommunication Authority (PTA) inviting applications for new licenses aimed at boosting competition, innovation and consumer choice.

The move follows the federal cabinet’s approval of a policy framework governing MVNO services, marking a significant step towards diversifying Pakistan’s mobile communications sector.

Under the framework, MVNOs will be allowed to offer mobile services under their own brands through commercial agreements with existing licensed Mobile Network Operators (MNOs), without building their own nationwide network infrastructure.

PTA said the initiative is designed to encourage greater market competition, improve service quality and create new business opportunities in the telecom ecosystem.

The regulator has announced that MVNO licenses will be granted for a period of 15 years, subject to compliance with regulatory requirements and licensing conditions.

Industry experts believe the introduction of MVNOs could lead to more affordable packages, specialised services and innovative digital offerings tailored to different consumer segments, including businesses, youth and underserved communities.

The development aligns with broader efforts to modernise Pakistan’s telecom sector as the country prepares for next-generation connectivity and seeks to expand digital inclusion.

Telecom analysts say the entry of MVNOs has transformed mobile markets in many countries by increasing consumer choice and encouraging service innovation without requiring significant new infrastructure investments.

The licensing process is expected to attract interest from technology firms, digital service providers and investors seeking to tap into Pakistan’s rapidly growing telecommunications market.
