PTA Distances Itself from Social Media Data Access Role

ISLAMABAD

Pakistan’s telecom regulator, Pakistan Telecommunication Authority, has denied any role in obtaining user data from social media platforms, clarifying its mandate before a Senate committee.

In a written submission to the Senate Standing Committee on IT, the authority stated that its jurisdiction is limited to blocking unlawful online content and does not extend to data collection or surveillance activities.

According to official documents, the responsibility for acquiring data from social media companies lies with the National Cyber Crime Investigation Agency, which works alongside law enforcement agencies for investigative purposes.

The PTA emphasized that it does not collaborate with social media firms for data provision and has repeatedly urged global platforms to establish local offices in Pakistan—efforts that have so far seen limited response due to regulatory and business concerns.

Officials noted that companies remain hesitant to set up operations in the country amid fears of penalties and operational risks.

The clarification comes amid broader regulatory changes under the Prevention of Electronic Crimes Act, where recent amendments have criminalized the spread of false information, carrying penalties of up to three years in prison and fines of up to Rs2 million.

Separately, the government has also established a Social Media Protection and Regulatory Authority to oversee digital platforms, signaling a tightening regulatory environment.

Analysts say the development highlights evolving roles of institutions in Pakistan’s digital governance framework, particularly as debates intensify around privacy, regulation, and platform accountability.
