Satellite Internet Nears Approval in Pakistan as Regulatory Framework Enters Final Phase

Pakistan is on the verge of launching satellite-based internet services, with the regulatory framework entering its final stage of approval, officials confirmed.

Final Steps Toward Approval

According to the Ministry of IT and Telecommunication Pakistan, the framework has been developed keeping in view national security, spectrum management and operational safeguards, ensuring a secure rollout across the country.

Draft satellite communication regulations have been prepared by the Pakistan Space Activities Regulatory Board and are currently under final consultation.

Federal IT Minister Shaza Fatima Khawaja informed parliament that the rules are expected to be finalised soon.

Licensing Framework Ready

Meanwhile, the Pakistan Telecommunication Authority has completed a licensing framework for Fixed Satellite Services (FSS), which will be presented to the federal cabinet for approval.

Officials say the framework is designed to create a transparent and investment-friendly environment for global satellite internet providers.

Global Companies Show Interest

Several international players, including Starlink, OneWeb, Shanghai Spacecom and Starlight, have expressed interest in entering Pakistan’s market.

Starlink has already completed registration with the Securities and Exchange Commission of Pakistan, officials said.

Expanding Digital Access

Under the proposed system, satellite internet will support:

  • Broadband connectivity
  • Backhaul services
  • Bandwidth provision
  • Corporate data solutions

Authorities believe the technology will play a key role in bridging Pakistan’s digital divide, particularly in remote and underserved regions where traditional infrastructure is limited.

Toward Nationwide Connectivity

Close coordination is underway between PSARB, PTA and the Frequency Allocation Board Pakistan to streamline spectrum allocation and licensing processes.

Experts say the introduction of satellite internet could significantly transform Pakistan’s digital landscape, enabling high-speed connectivity in hard-to-reach areas and accelerating the country’s broader digital transformation agenda.
