Islamabad High Court Seeks Report on Social Media Safety for Under-16 Children

The Islamabad High Court (IHC) has directed the federal government to submit a detailed report on measures taken to regulate social media use by children under 16 years of age, raising concerns over online safety and child protection.

Justice Arbab Muhammad Tahir issued the order while hearing a petition filed by a minor, Akbar Khan Shinwari, through his father. The petition requests enforcement of basic rights and seeks restrictions on social media access for underage users.

In its written order, the court observed that children’s safety and well-being must be treated as a serious issue. It noted that unrestricted access to social media platforms may expose minors to cyberbullying, mental health issues, privacy breaches and harmful content.

The court issued notices to the federal government, the Ministry of Information Technology, the Pakistan Telecommunication Authority (PTA), and the Pakistan Electronic Media Regulatory Authority (PEMRA). These authorities have been directed to submit para-wise comments and a comprehensive report by March 3.

The IHC specifically asked for details about age-verification systems used by social media companies and steps taken to ensure compliance with age restrictions. It also sought information on how authorities monitor and enforce online child safety measures.

The federal government has been directed to provide details of any draft rules, proposed regulations, or executive orders related to social media regulation for minors. The report must explain how monitoring and enforcement will function under the Prevention of Electronic Crimes (Amendment) Act, 2025, and how these measures align with the constitutional obligation to protect children.

Additionally, the court sought an update on the proposed Social Media Protection and Regulatory Authority, including progress made so far and its expected role in overseeing digital platforms.

The case highlights growing concern over the impact of social media on young users and the need for stronger regulatory safeguards in Pakistan.
