The cost of importing and registering premium smartphones in Pakistan has risen sharply after the Federal Board of Revenue revised customs valuation, pushing up PTA taxes on devices including the Samsung Galaxy S23 series.
Higher Valuation, Higher Taxes
Under the new valuation ruling, customs values for used Samsung Galaxy S23 models have been increased significantly, which directly impacts the taxes imposed at the time of registration.
According to official data, revised benchmark values include:
- Galaxy S23 Ultra: around $305
- Galaxy S23+: around $260
- Galaxy S23: around $250
Since PTA taxes are calculated based on these customs values, the updated rates will lead to higher overall costs for consumers.
Wider Impact on Smartphone Market
The move is part of a broader revision affecting 62 smartphone models across major brands, including Apple, Google Pixel and OnePlus.
Officials say the new valuation aligns import prices with prevailing market rates, but analysts warn it could:
- Increase prices of used imported phones
- Reduce affordability for middle-income buyers
- Shift demand toward locally available or officially imported devices
Stricter Import Conditions
Authorities have also introduced tighter rules, requiring imported phones to be activated at least six months before shipment, with verification by customs officials.
Pressure on Buyers and Traders
Industry observers note that the rise in PTA taxes will particularly impact Pakistan’s large secondary smartphone market, where used flagship devices like the Galaxy S23 series are widely popular.
With higher duties now in place, consumers may face significantly increased registration costs, adding to the overall price of owning imported smartphones.
