Zindigi, JS Bank Partner with Government of Azad Jammu & Kashmir to Digitize Water Billing

In a major push toward digital governance, Zindigi — powered by JS Bank — has signed a landmark agreement with the Government of Azad Jammu & Kashmir (AJK) to digitize water bill management and collection across the region.

The partnership aims to modernize the existing billing infrastructure by introducing secure and transparent digital payment solutions, enabling real-time transaction tracking and improved reporting mechanisms. Officials described the initiative as a model of public-private collaboration designed to enhance service delivery and operational efficiency.

Under the agreement, citizens will be able to pay water bills using Zindigi’s Raast QR solution, ensuring instant and seamless transactions. Payments can also be made through the Zindigi mobile application as well as any banking app integrated with Pakistan’s Raast system, expanding accessibility across the country’s digital financial ecosystem.

The signing ceremony was attended by senior representatives from both sides, including Khalid Mirza, Secretary of Physical Planning & Housing, Government of AJK, and Noman Azhar, Chief Officer of Zindigi, along with other officials from JS Bank and its international business team.

Speaking on the occasion, government officials highlighted their commitment to adopting innovative digital solutions to improve transparency, governance and citizen convenience in utility services.

Zindigi’s leadership said the collaboration reflects its continued focus on accelerating digital adoption and financial inclusion in underserved regions. The initiative is expected to simplify bill payments for residents while strengthening accountability and efficiency within the public utility framework.

Analysts say the move underscores a broader trend of provincial and regional governments embracing fintech-led solutions to modernize public service delivery across Pakistan.
