PTA Makes Core Spectrum Bands Mandatory to Ensure Robust 5G Rollout in Pakistan

The Pakistan Telecommunication Authority (PTA) has made it compulsory for telecom operators to bid for the 2600 MHz and 3500 MHz spectrum bands in the upcoming 5G auction, in a move aimed at ensuring a meaningful and nationwide rollout of next-generation services.

Officials said the decision reflects a stricter regulatory approach compared to several countries where 5G was introduced without mandating specific core bands, often resulting in limited coverage and delayed commercial deployment.

Under the auction framework, the 2600 MHz band will be technology-neutral and can support both 4G and 5G services, while the 3500 MHz band will be reserved exclusively for 5G deployment. Operators may bid for additional spectrum based on their commercial strategies, but participation in these two key bands will remain mandatory.

Regulators say the move is designed to prevent fragmented rollouts and ensure that consumers experience practical, high-speed 5G services rather than pilot projects or partial coverage.

Mock Auction to Test System

Ahead of the final bidding, PTA will conduct a mock auction to test the software platform and familiarize telecom operators with the process. Bidding manuals will be shared in advance, and the system will undergo full technical checks during the trial run.

Officials noted that the exercise will help companies better understand procedural and technical requirements before entering the actual bidding phase.

Six Bands Up for Grabs

All six spectrum bands included in the framework will be made available on the auction day. The auction may conclude within a single day but could extend to two or three days depending on the level of competition across multiple bands.

February 27 has been set as the deadline for submission of bid documents. Each participating operator must provide a bank guarantee of $15 million. The regulator will also confirm on the same date the number of companies eligible to take part in the auction.

The latest move signals Pakistan’s intent to fast-track 5G deployment with a structured and enforceable spectrum policy, as authorities seek to avoid delays that have hampered next-generation rollouts in some emerging markets.
