Pakistan has launched an ambitious initiative to develop an artificial intelligence-based operating system for public administration, aiming to overhaul governance structures and improve efficiency across government departments.
The project, spearheaded by the Pakistan Digital Authority, envisions the creation of a “Cognitive Government Operating System” that integrates AI tools into core state functions to streamline workflows and enhance coordination.
Officials said the initiative is being undertaken with support from the Ministry of Information Technology and Telecommunication, which has shortlisted international consultants to assist in designing the framework.
The proposed system seeks to shift away from conventional department-based structures toward a model organised around key governmental functions. Authorities believe this restructuring will reduce duplication, simplify procedures and enable faster decision-making.
Artificial intelligence will be deployed to analyse existing governance processes and redesign them into a unified digital architecture. The system will also incorporate simulations and practical use cases to demonstrate how AI can assist senior officials in policy formulation and administrative decision-making.
Officials described the initiative as a short-term strategic exercise that will produce a detailed roadmap for phased implementation. The long-term objective is to create a cohesive digital backbone capable of supporting policy execution and service delivery across ministries.
Authorities say the move is part of Pakistan’s broader digital transformation strategy and could lay the foundation for next-generation governance powered by data-driven decision-making and intelligent automation.
