Pakistan Moves to Enforce Digital Fuel System, Petrol Quotas for Private Vehicles

The federal government has decided to implement a nationwide digital fuel management system at petrol stations, introducing a regulated petrol quota for private vehicle owners in a bid to streamline consumption and enhance monitoring.

Under the proposed system, citizens will be allocated a fixed fuel quota, with authorities planning strict enforcement to prevent purchases beyond the assigned limits. The mechanism will operate through a dedicated mobile application developed to manage and track fuel distribution in real time.

Preparations for the rollout are largely complete, with the Ministry of IT finalising testing of mobile devices to be deployed at petrol pumps. These devices will run a specialised fuel management application designed to record transactions and ensure compliance with the quota system.

Officials said the National IT Board has verified both the technical standards and operational performance of the mobile handsets, which will be approved in coordination with regulatory authorities. The devices, estimated at a standardised cost, will be distributed across fuel stations nationwide to support digital monitoring.

The financial responsibility for procuring the devices will lie with oil marketing companies, while the procurement process itself will be handled centrally before distribution to relevant fuel stations through regulatory channels.

Authorities say the initiative marks a significant shift toward digitisation of the fuel supply chain, enabling real-time oversight and reducing the risk of hoarding, smuggling, and irregular sales practices.

Once implemented, the system will ensure that no individual can purchase fuel beyond their designated quota, introducing a controlled and transparent framework for fuel consumption across the country.
